Too many cabs, not enough drivers

after some 4000 new taxis were added to the fleet in the past 2 years when the industry was open to competition, Singapore taxi population is retreating for the first time. I had a shock when this article was being published. This is because I didn't expect that fewer people want to drive cabs these days. The only reason that I can think of is because the economy is improving hence there are more job option for the unemployed. There were suggestions to hire foreign drivers but the only worrying issue is that it may be difficult to prosecute them for offence should they abscond form Singapore after committing the offence. She may be right but isn't this unfair for the foreigners whom wished to get out of poverty to seek for jobs? I feel that they should compromise regarding this issue.
